The situation was already precarious for several years, but is now escalating rapidly into national and even international proportions since vodka is to Russians as what water is to plants. Yesterday, the Russian Tsar has announced that in order to safeguard the national integrity it is of the highest priority that new sources of ingredients to produce vodka are to be found. He has therefore ordered his military forces to search for new sources outside Russia. Swedish wheat would much improve the situation and the Tsar expresses his hope and faith that the German Kaiser will understand the urgentness and will grand the Russian troops access to Sweden. 'In what state would Germany be if they would not have braatwurst und beer?' he replies to some critical questions. He asks all European heads of State to have sympathy for the Russian people. Further he stated that he has no doubt that the heads of State will understand the importance of the actions now set in motion. Defence minister Rasputin later confirmed that there is no reason to feel threatened by the Russian forces and again expresses the faith the Russian gouvernment has in the wisdom of all European countries. Not yet confirmed sources within the Russian gouvernment suggest that negotiations with the French gouvernment to import cognac were abandoned because of too low alcohol percentages.
