It seems that flotillas bearing vodka were seen departing from St Pete and from Sevastapol in the wee hours yesterday. Rumor has it that part of the Tsar's new economic plan is to spread vodka from pole to pole. One citizen, commenting on the condition of anonymity, said "I don't know which is more daft, the new Tsar or his wife. Think about it comrade. Sending ships of vodka to other countries instead of armies? It's just plain lunacy." In a prepared statement to the other countries of Europe, the Tsar had this to say.
